Mr. Andrew Wells, born in 1956, was educated privately, and received a scholarship in Classics to read Oriental Studies at King’s College Cambridge, where he received a Master’s Degree, joined the Hong Kong Government as an Administrative Officer in 1978.

His first posting was to Shatin, where he was involved in the early stages of the development of the New Town. Subsequent jobs included Deputy Clerk to the Executive and the Legislative Councils, Secretary to the Education Commission, founder director of the Open Learning Institute, member of the Central Policy Unit and District Officer, Kwai Tsing. In 1995, Andrew was appointed Deputy Secretary  to the newly-formed Housing Bureau, and continued in that capacity after reunification in 1997.

Between 2008 and 2011, Andrew took a three year “leave-of-absence” from Hong Kong to serve as Chief Secretary and Acting Governor of St. Helena, one of the oldest British Overseas Territories.

On return to Hong Kong, Andrew was appointed Chief Executive Officer of the Por Yen Charitable Foundation Ltd., and remains a Director since 2012. He is also the Senior Corporate Consultant for Lai Sun Development Company Limited and Chief Adviser (Group Hotel and Resort Development) for Furama Hotels and Resorts International.

Mr. Wells is now Deputy Chief Executive Officer and Executive Director of Por Yen Charitable Foundation Limited.
